Los Angeles - January 23, 2026 - In the first win of the year the United Federation LEOS-PBA easily destroyed our rival Union SPiT-FA by a score of 22 to ZERO (0) in another embarrassing loss for David L. Hickey and his Regional 3 Vice President Ryan Kelly
The 47 full-time and regular part-time detention officers performing guard duties
as defined in Section 9(b)(3) of the Act, as amended, employed by the Employer Spectrum Security Services, Inc in Los Angeles and Orange Counties, California, sent a clear message to SPiT-FA, Hickey & Ryan.

"Officers deserve representation that is professional, accountable, and focused on advancing wages, benefits, and working conditions—not controversy and self-interest. The message from Los Angeles Spectrum detention officers is clear: we are ready to move on and align with leadership that reflects our values and puts detention officers first". noted Charles Chip Strebeck United Federation LEOS-PBA International President.


On January 29 the 250 Vogtle Nuclear Security Officers working for Southern Nuclear Voted to DECERTFY SPiT-FA by a Score of 55 to 117 in yet another embarrassing loss for SPiT-FA President David L. Hickey. This is now the 2nd loss for SPiT-FA in 2026 and its only January .....More to come as the 350 Detention / Transportation Officers at Florence detention center in Arizona will have an opportunity to vote for the United Federation LEOS-PBA vs SPiT-FA.....This is a developing story.
We wish to welcome the 47 Spectrum Security Services, Detention officers into our Union Federation LEOS-PBA family. As soon as we are certified by the NLRB we will begin negotiations with your company, our bargaining committee, our attorneys and our lead negotiators.
